DISADVANTAGED BUSINESS ENTERPRISE POLICY

The Roaring Fork Transportation Authority has a Disadvantaged Business Enterprise (DBE) Policy to promote the participation of disadvantaged business enterprises in all areas of RFTA contracting to the maximum extent practicable. Click the button below to read RFTA DBE Program Policy Statement.

To become certified, your business must meet the following qualifications:

  • Must be at least 51 percent owned by a socially and economically disadvantaged individual(s) who also controls the firm.
  • The disadvantaged owner must be a U.S. citizen or lawfully admitted permanent resident of the United States.
  • Must be a small business that meets the Small Business Administration’s size standard and does not exceed $23.98 million in gross annual receipts.
  • Must be organized as a for-profit business.

Notice of Temporary Non-Enforceable DBE Program as per US DOT Interim Final Rule (IFR)

On October 3, 2025, the U.S. Department of Transportation (USDOT) issued an Interim Final Rule (IFR) amending 49 Code of Federal Regulations (CFR) Parts 23 and 26, which governs the Disadvantaged Business Enterprise (DBE).

In accordance with the IFR, RFTA will not enforce DBE goals or any other DBE-specific requirements in existing contracts until the Colorado Unified Certification Program (UCP) certifying agencies and Colorado Department of Transportation (CDOT) , complete the reevaluation and recertification process of DBEs that has temporarily lost their certified status. The Small Business Opportunity Office (SBO) will provide you with notice of the date that the CUCP has completed the reevaluation and recertification process when it becomes available.
